The motion of the lithospheric plates is the most fundamental aspect of plate tectonic theory. Measurement of their on?]going motion and their internal deformations will certainly verify and elucidate this important theory. The technological progress in the geosciences during the last decade stimulated the international geoscience community to address this fundamental problem when Working Group 1 (WGl) of the International Lithosphere Program (ILP) was established in 1981.
